About Our SMH Program

Fred J. Fowler, EdD

Fred J. Fowler holds an Ed.D. in Policy, Planning and Program Evaluation from the University of Pittsburgh. He has administered a $1.5 million publicly funded school-based behavioral health services program for a county human services department covering forty-three (43) school districts. Currently, he has responsibility for annual and strategic planning for public behavioral health services in a county with a population of 1.3 million. He serves as the strategic mental health, alcohol and other drugs partner in the Gang-Free Schools and Communities grant to the City of Pittsburgh School District. Having thirty-four years of experience in the behavioral health field Dr. Fowler has worked in many clinical settings from long-term inpatient to acute outpatient to consultation services. He has been with a county government for the last 17 years in administrative capacities.
